That’s a layer of hot top over your current street. My neighborhood is getting a shim coat. It’s about an 11/4″ of hot top. It will certainly improve the curb appeal of this place. The roads in my neighborhood have not been paved in 20 years, or more. I got questions though and feel the pipes that are under that shim coat are still decrepit. My wife is all for the shim coat so we disagree on this one. I guess we can continue paving over the problems and pay overtime to fix water breaks. You could paint your house too over crappy clapboards, add some putty in the worst spots, make do till next season. The problem will still be there.
The DPW has been asked continually about the water pipes, about the infiltration of rain water into broken sewer pipes. They just don’t seem to be bringing forward any projects.

This is what I believe and sorry if it puts any old timers nose out of joint. I have lived here for twenty years, prior to that nothing was done, nothing. The taxpayers present for the last twenty years are footing the bill for years of hand sitting and zero infrastructure projects. Now we are doing the wrong ones out of sequence .That’s the hard truth. It sickens me that anyone ever got retirement  benefits or other monies after such poor job performance. I am happy to remind you  that I was dead set against a new Water Treatment plant. The thick report delivered to the Town years ago by Camp Dresser had a single page at the end. It basically said ,Yes you need a new Treatment Plant, and  Tower.  You also need to replace all your water pipes. Even if you do not build a new Plant and Tower , you  must  replace the water pipes.
