This word sprang from the experience of Civil War Soldiers supplied with  wool  uniforms  made from scrap wool. They would fall apart in the rain.They called the uniforms shoddies.

No one is checking anything and now our President has fallen under the spell as well. No domestic spending,  but plenty of military spending. I am very disappointed.
