A decades-old S&WB turbine appears to have been raining oil droplets on the block, leaving residue on homes and cars, and there is no fix in sight. But the turbine can’t be shut down because another, even older turbine is broken and out of service. At least one of the two is needed to keep the city’s drainage and water pumps running.
