Blair said it was his choice not to notify councilors, which he did to try to prevent the letter from being released to the media and the public. He said city staff has to exercise “discretion” when determining what needs to be shared with elected officials.

“Not every piece of correspondence that comes in to the mayor, or to me, should automatically be forwarded to every member of the governing body,” he said. “I continue to believe that.”
